Is this the Norris–Landzberg model?

No. This page intentionally uses the simpler Coffin–Manson temperature-range relation and does not include frequency or maximum-temperature terms.

Can I use the default exponent for every solder joint?

No. The exponent is an input because package, interconnect, material system and failure mode affect the appropriate fatigue relationship.
